Billy Ray Locklin (1936–2019) was an American professional football defensive lineman who played college football at New Mexico State University before beginning his professional career with the Oakland Raiders of the American Football League. He went on to spend ten seasons in the Canadian Football League with two different clubs, earning CFL All-Star honors three times during his tenure.
