Arthur Louis Powell (February 25, 1937 – April 6, 2015) was an American professional wide receiver who played in the Canadian Football League, the National Football League, and the American Football League. He attended San Diego High School and played college football at San Jose State University.

An outspoken player, Powell was noted at the time for his stances against segregation in football, protesting several times over segregated housing for football players. He was best known for his play with the Oakland Raiders, where he recorded 50 of his 81 career receiving touchdowns. Over his career he posted five 1,000-yard seasons and five seasons with 10 or more touchdowns, making him one of only three players to reach 80 receiving touchdowns in pro football history. He earned All-AFL honors, first or second team, six times and was selected to four AFL All-Star games.

Injuries brought his career to an end in 1968, when he retired at the age of 31. In 1970, in recognition of his standing as one of the top receivers in AFL history, Powell was named to the second team of the American Football League All-Time Team.
