James Charles Carter (October 18, 1948 – November 23, 2023) was an American professional football player who served as a linebacker for the Green Bay Packers of the National Football League from 1970 through 1978. He attended South Saint Paul High School, where he earned ten letters across hockey, football, and baseball and gained All-America recognition in football and hockey.

Carter played college football for the Minnesota Golden Gophers as a fullback, appearing on the 1967 team that was Co-Big Ten Champion. He captained the 1969 Gopher squad and led the team in scoring, finishing as a three-year starter on offense. He also played two years of varsity hockey for Minnesota and was later drafted by the St. Paul Fighting Saints, but chose to pursue football over hockey.

The Packers selected Carter in the third round of the 1970 NFL draft. Although he had played only on offense in college, Green Bay drafted him to play linebacker. He signed with the club and played nine seasons in Green Bay, serving as defensive captain from 1973 through 1976.
