Paul Richard Flatley (January 30, 1941 – March 15, 2025) was an American professional football player who played wide receiver in the National Football League from 1963 to 1970.

Flatley was born in Richmond, Indiana, the oldest of three children raised by their mother. He attended Richmond High School, graduating in 1959, where he played football for two years at running back before coach Hub Etchison moved him to quarterback as a senior in 1958. Flatley led the team to a 9–0 record and the North Central Conference title. Both the Associated Press and United Press International named him All-State at quarterback, and he was selected All-North Central Conference. He also played on the school's basketball team and worked part time at a service station during high school.

In the NFL, Flatley was named the league's Rookie of the Year in 1963 and was selected to play in the 1966 Pro Bowl. His professional career ran through the 1970 season.

In 2009, Richmond High School honored Flatley by retiring his No. 33 jersey, making him the third player in school history to be so honored.
