Richard Joseph Regan (1930–2002) was an American basketball player who grew up in Newark, New Jersey, attending West Side High School before playing collegiately at Seton Hall University in the early 1950s. His Seton Hall teams made three consecutive NIT appearances, winning the tournament in 1953. Selected fifth overall by the Rochester Royals in the 1953 NBA Draft, Regan served two years in the United States Marine Corps before joining the Royals, who had relocated to Cincinnati. He played three NBA seasons, averaging 8.3 points per game, and appeared in the 1957 NBA All-Star Game. He later returned to Seton Hall as a coach and athletic director.
